					<description>This is a fairly typical model for business and government...Here comes a big project but let's not invest the money in people or equipment that will pay for itself over and over again thru the years (in this case water) and do the job most efficiently.  
If this were a battle between private landowners it would be over before it started.  The owner of the original property granted the buyer property and then surveyed and recorded it.  More than seven years have passed so any and all claims would be dead.
Georgians should let this go, it makes them look dumb.
